Since completing a fellowship at Johns Hopkins Hospital’s Kennedy-Krieger Institute in 1988, Phyl Macomber has become an award-winning keynote speaker, bestselling author, and international education specialist. Phyl is the 2023 recipient of the Presidential Lifetime Achievement Award for dedicating her life to bettering the lives of others, her community, and her country. She has consulted with and trained thousands of educators, administrators, and parents around the world.

Phyl is the 2022 recipient of the I Am Woman of Inspiration: Difference Maker Award from the international organization, RiseHer Network and chosen as One of the Top 100 Women to Know in 2023. Her partnership with South Africa-based Leave No Girl Behind International involves supporting girls in key leadership principles globally by serving on the Board of Directors for the Leave No Girl Behind School of Leadership.

Phyl was featured in the international bestseller, the Common Threads Trilogy book series, as one of the top 100 empowering women from around the globe for being a passionate catalyst for systems change in education. Phyl was also a TV co-host on an educational SmartTV show on the Roku Channel and worked with the TV crew of ABC Extreme Makeover: Home Edition for a child with special needs in his new home.

Phyl is the author of a simple 4-step system for teaching anything to anyone, called T.H.E. P.A.C.T., which is outlined in Phyl’s first book, The Power of T.H.E. P.A.C.T. Since the framework’s inception in 2009, her research-based teaching strategies have become internationally renowned, published in worldwide education publications and successfully used across North America, in parts of Australia, Europe, Saudi Arabia, and various countries in Africa.

Phyl is also the creator of the C.I.A. – The Comprehensive Instructional Assessment – which identifies a learner’s unique learning language, outlining easy-to-implement goals and objectives in a multi-year plan to ensure “one-size-does-not fit-all” when educating students of all abilities. This assessment is being referred to as “The I.E.P. Express” because it provides a blueprint for streamlining the process of writing I.E.P.s and also 504 plans.
